RESOLUTION TO ACCEPT FINAL DESIGN FOR THE WIRELESS VOICE COMMUNICATION SYSTEM FROM M/A-COM INC. AND TO AUTHORIZE APPROPRIATE CONTRACT AMENDMENTS

RESOLUTION #03-324

WHEREAS, the Ingham County Board of Commissioners adopted Resolution #03-63 to accept the M/A-COM Inc. proposal to replace and upgrade the Public Safety Radio Communications System in Ingham County, as contained in their Proposal #45-02, at an adjusted cost with a discount not to exceed $9,883,000; and

WHEREAS, the County Controller and County Attorney, with the assistance of the Gartner Group, and in consultation with the 911 Advisory Committee negotiated a contract based on Resolution #03-63 and the M/A-COM Inc. Proposal #45-02; and

WHEREAS, the Ingham County Board of Commissioners authorized a contract through Resolution #03-100 with MLJ Consulting Inc. to serve as the Project Manager for the Ingham County Wireless Communications System at a cost not to exceed $494,142; and

WHEREAS, Resolution #03-63 required a final project budget, time line and financing plan to be submitted to the Board of Commissioners for its approval prior to M/A-COM Inc. beginning implementation of the project; and

WHEREAS, the Ingham County 911 Advisory Committee, with the assistance of the Project Manager MLJ Consulting Inc. and M/A-COM Inc. has evaluated a Final System Design and is recommending that the Board of Commissioners accept the M/A-COM Inc. Final System Design Proposal to replace and upgrade the Public Safety Radio Communications System in Ingham County; and

WHEREAS, county staff has reviewed the recommendation and concurs.

THEREFORE BE IT RESOLVED, that the Ingham County Board of Commissioners accepts the M/A-COM Inc. Final System Design as recommended by Ingham County 911 Advisory Committee and MLJ Consulting Inc. to replace and upgrade the Public Safety Radio Communications System in Ingham County with an adjusted cost reduction from $9,883,000 to $9,612,261 or a reduction of $270,739.

BE IT FURTHER RESOLVED, that the MLJ Consulting Inc., Project Management Services for the Ingham County Wireless Communications Systemwas approved at a cost not to exceed $494,142 shall be adjusted to a cost figure of not to exceed $ 480,613 or a reduction of $13,529.

BE IT FURTHER RESOLVED, that the Ingham County Board of Commissioners hereby approves the attached final project budget and time schedule as recommended by the 911 Advisory Committee and MLJ Consulting Inc.

BE IT FURTHER RESOLVED, that the Chairperson of the Ingham County Board of Commissioners and the County Clerk are authorized to sign any contract documents including amendments as prepared by or approved as to form by the County Attorney consistent with this resolution.
